The Council has introduced a charging scheme for the issue of licences for the placing of skips on a highway as of the 1st April 2007; the charge is £17.80 per skip and applies for each 28 day period it remains in place. This action has become necessary to assist the Council in recovering the costs of carrying out this important highway safety related activity for the residents of Gateshead.

The skip must be clearly and indelibly marked with the owner’s name and telephone number (or address), and comply with the detailed requirements of the 1984 Regulations;

The skip must be removed as soon as practicable after it has been filled.

If you wish to site a skip on the highway the company supplying the skip will need to seek permission on your behalf.  Unless the firm is registered as a skip hire contractor with the Council the application must be accompanied by a charge of £17. Please allow 3 to 5 working days for your application to be processed, if your application is refused you can appeal via the Magistrates Court.

Every skip that is placed on the highway must have a licence which is issued by the Council. Only owners of a skip can apply for a licence for example a skip hire company.

Members of the public are not allowed to apply for a skip licence because they would not have the correct insurance.

  4. A Council Highways inspector will check that the proposed location is suitable to place a skip
  5. The Council will issue the skip licence to the skip hire company
  6. The skip can be placed on site at the agreed location

This process can take up to 7 days.

Placing a skip on the highway without first applying for, and being granted a licence is an offence under The Highways Act and may result in prosecution.

The skip owner (supplier) is responsible for ensuring that skips are positioned on the highway in such a way that they do not cause an obstruction to other road users. The supplier is also responsible for making sure all appropriate regulations are followed.
